Jeane Freeman, Chair
Jeane Freeman is a senior consultant in public policy and government, specialising in providing strategic policy advice to private and public sector organisations. In 1987 she established the criminal justice employment organisation, Apex Scotland and was its Chief Executive for 12 years. In 1995 she was awarded the OBE for services to criminal justice.For just over four years until 2005, Ms Freeman was senior special adviser to the First Minister, working on the Scottish Budget, the government’s legislative programme, relations with the UK government and in the Finance, Health and Justice portfolios. Ms Freeman is currently a member of the Parole Board for Scotland and a member of the Scottish Police Services Authority Board.
Maire Whitehead
Mrs Whitehead has been a member since July 2009. She is also a member of the Board of Management of Central College, Glasgow and chairs the Property and Estates Committee, as well as serving on several other committees including Finance. She is a member of the Ethics Committee of the University of Strathclyde and was formerly the Chair of “Friends of Victoria Infirmary” pressure group. She is also a member of the shadow Board of the proposed new ‘Super College’ in Glasgow. Ms Whitehead does not hold any other Ministerial appointments.
Jack Rae
Mr Rae has been a member since July 2009. He recently retired as Professor and Dean of the School of Health Nursing and Midwifery at the University of the West of Scotland, where he preserved and promoted strong links with the National Health Service locally and nationally. A nurse by profession, he worked within the NHS until 1996, latterly in Nurse Education, before transferring to the Higher Education sector in 1996. Mr Rae is currently a non-executive member and Vice Chair of the NHS Education for Scotland Board.
Philip Cox
Mr Cox has been a member since 1 October 2011. He has completed over 30 years of service with the Royal Air Force (RAF), where he started his professional training as a Fighter Controller. He has undertaken a wide variety of demanding command duties including acting as the Chief Executive and Station Commander of a vital defence capability and has also seen service in both Afghanistan and Iraq. Phil has more recently served in a number of influential posts within the Ministry of Defence and UK government, developing strategies to deliver a wide range of long term initiatives and structures. Mr Cox does not hold any other Ministerial appointments.
Kay Harriman
Miss Harriman has been a member since 1 October 2011. She is an accomplished senior executive and pension trustee with over 20 years experience working in large international, complex, fast moving and customer-focussed organisations – she is currently in the role of Human Resources Director UK & Ireland at Hilton Worldwide. She is also a member of the Chartered Institute of Personnel Development (CIPD). Kay’s expertise in dealing with organisational change as well as the human resource side of new hotel openings, acquisitions and conversions is complemented by a strong track record in people management. Miss Harriman does not hold any other Ministerial appointments.
Mark MacGregor
Dr MacGregor has been a member since 1 October 2011. He is a Consultant Physician and Nephrologist, and Clinical Director for Medical Specialties at Crosshouse Hospital in NHS Ayrshire and Arran. He is an Honorary Clinical Senior Lecturer at Glasgow University, with research interests in the epidemiology of chronic kidney disease. He is currently a Health Foundation GenerationQ fellow, studying quality improvement, leadership and approaches to improve patient-centredness. His main clinical interests are chronic kidney disease and newer approaches to haemodialysis. He was previously a Senior Medical Officer in the Scottish Government Health Directorates, advising on the implementation of medical appraisal and revalidation. Dr MacGregor does not hold any other Ministerial appointments.
Stewart MacKinnon
Mr MacKinnon is a strategic management consultant and visiting Professor in Accounting and Finance at Strathclyde Business School. He has an excellent record of professional success, including significant experience as an Executive and Non-Executive Director in complex organisations. He was formally the Chief Executive of the European Payments Council and of the Irish Payments Services Organisation Ltd. He holds a BA (Economics) degree and a Master of Business studies degree in Strategic Management, with First Class Honours, and is a Fellow of both the Chartered Institute of Bankers in Scotland and the Chartered Management Institute. Mr MacKinnon does not hold any other Ministerial appointments.
Jane Christie, Employee Director
Jane has been Employee Director of the NHS National Waiting Times Centre since July 2010 and has the same corporate responsibility as all of our other Non-Executive Directors. Together with Staff Side Representatives and Department Managers, she is also involved in bringing staff issues to the attention of Senior Managers, and works to ensure that all staff feel involved, listened to and able to participate in decisions that affect them. She also provides a staff perspective on strategy development and service delivery and provides a vital link between the Board and our Partnership Forum.
Jill Young,
Chief Executive
Jill Young's NHS career spans 28 years and began as an Auxiliary Nurse. She quickly worked her way up through the nursing profession and by 1997 was appointed as Planning and Development Director for the South Ayrshire Trust.
Following national Trust mergers, Jill then secured the Director of Strategy and Operations position - responsible for five hospitals. By 2001 Jill was appointed Deputy Chief Executive of NHS Ayrshire and Arran Acute Hospitals Trust.
Jill was appointed Chief Executive of the NHS National Waiting Times Centre Board in October 2004.
Alistair Flowerdew,
Medical Director
Alistair Flowerdew has been involved in clinical management for 16 years and has an interest and previous experience in surgical training. He qualified at St Thomas' Hospital, London followed by training in general surgery at Southampton and Bath. He was a Consultant at Dorset County Hospital for 14 years. In 2004 he joined Salisbury NHS Foundation Trust as Medical Director and Consultant General Surgeon – a dual role that he is also undertaking at NHS National Waiting Times Centre.
Shona Chaib,
Director of Nursing
Shona Chaib has been nursing for almost 30 years. Her background is mainly based in cardiac surgery and she has a special interest in Medical Law and Ethics, having graduated to Masters Level in 2000.
For the last nine years she has been the hospital's Director of Nursing, managing a range of clinical and non-clinical services. She is currently also executive lead for Clinical Governance and Risk Management.
Lindsey Ferries,
Director of Human Resources
Lindsey Ferries has over 25 years experience of human resources across a variety of industries, 14 years of which have been in the healthcare sector.
Lindsey leads the Human Resources and Learning and Development teams and is responsible for the development of the Human Resources strategy and its implementation across the board. As well as supporting the organisation on dealing with significant change and growth, she is also the executive lead for equality and diversity.
Julie Carter,
Director of Finance
Julie Carter is a qualified accountant and has been working within the NHS in Glasgow for the last 15 years. Before joining the NHS National Waiting Times Centre Board in 2006, she worked as the Deputy Director of Finance in North Glasgow.
Since joining the Board, Julie has been fully involved in the creation of the West of Scotland Regional Heart and Lung Centre, the development and implementation of the Beardmore Hotel and Conference Centre as an NHS and public sector conference and training facility and the expansion of orthopaedic surgery at the Golden Jubilee National Hospital. Julie is responsible for delivering the Financial Strategy of the Board, she also has responsibility for eHealth and Procurement services within the organisation.
June Rogers,
Director of Operations
June Rogers has worked in administration in various industries, 14 years of which have been in the healthcare sector.
June leads the Business Services Department, managing a range of non-clinical services, and has an executive lead for patient activity and continuous expansion of capacity throughout the hospital. As well as her involvement in the creation of the West of Scotland Heart and Lung Centre, she is also closely involved with the expansion of orthopaedic surgery at the Golden Jubilee National Hospital.
